Housing Authority of the City of Richmond (HACR) Media Relations Policy

It is the Housing Authority of the City of Richmond's ("HACR") desire to have productive working relationships with local and regional media partners and to inform both its residents and the public of news about HACR. HACR believes this policy is necessary to facilitate guidelines for all interactions with the external media.
This Media Relations Policy has been adopted by HACR to ensure clear, factual communication with the public as well as to protect the privacy of our residents. This policy was created to give HACR's Communications Department an appropriate window of time to gather information needed to properly address any agency-related media event that might require an official statement from HACR.
All media outlets and their corresponding representatives are asked to provide one (1) hour notice of intent to physically traverse onto any of HACR's properties for any reason. All notifications should include the name of the respective media outlet, the name of the representative for the media outlet, the exact location, purpose, and time of the intended media news gathering visit.
If an emergency arises in which failing to comply with this notice's requirements could not be avoided, media outlets and their corresponding representatives are asked to contact HACR's Executive Director / President-CEO.
To proceed with a media notification, media outlets should contact HACR's main office at 765.966.2687 ext. 27 and ext. 28 - Effective Date
This Policy is effective immediately as of December 8, 2025.
Photographs and Video Footage Policy
At the Housing Authority of the City of Richmond (HACR) properties, we cherish the vibrant community we serve and the impactful moments we share. By participating in our activities and events, you grant us permission to capture photos and videos that may include you or your child.
These materials may be used for promotional purposes across our social media platforms, website, and other marketing materials, showcasing the stories and experiences that define our mission such as:
- Announcements for new programs or funding awards
- Major construction or revitalization projects
- Changes in leadership or policy
- Public meetings and community engagement events
- Emergencies such as but not limited to weather, hazardous materials or conditions and life or health safety concerns
We value your support and understanding, and we are committed to celebrating the spirit of our community respectfully.
Any photographs or videos obtained by HACR at one of HACR's properties or hosted event may be used for promotional and educational purposes across HACR's website and social media platforms.
